A deleted file sits in the recycle bin for 93 days across both stages, then it is permanently gone. Most accidental deletions surface long after that — a folder nobody opened since last quarter, a site tidied up by someone who has since left.
A closed account takes its data with it
When a user is deleted, their OneDrive is kept for 30 days by default, then 93 more in the site collection recycle bin. After roughly four months the files are gone — whether or not the business still needed them.
